About the Carmel Tunnels The project concessionaire – Carmelton Group Ltd. is held by Shikun & Binui Group and Allied Group.
The operating company – Netivei HaCarmel Systems and Operations Ltd., is a sister company of Derech Eretz, which operates Highway 6. Important to know: There is complete separation between the Carmel Tunnels and Highway 6 in matters of databases, billing, and usage. Netivei HaCarmel is responsible for the end-to-end operation of the project, including: toll systems, traffic control management and maintenance, as well as providing solutions to drivers through a command and control center, customer service, safety, ongoing maintenance and payment collection.
